Most of Saudi Arabia's population is concentrated in a wide band across the middle of the peninsula. Saudi Arabia has good access to maritime shipping, with extensive coastlines on the Persian Gulf and Red Sea. Road transport is the most important mode of transport, and the country is rapidly motorising. The vehicle fleet is estimated to have grown from around 4 million vehicles in 2005 to over 10 million by 2018.
The Kingdom aspires to achieve a net-zero economy by 2060. It does not have specific GHG emission targets for the transport sector, but its "Vision 2030" sets out qualitative objectives to increase public transportation use and improve the efficiency of vehicles and railways. Saudi Arabia has started to expand public transport and rail infrastructure, and has also implemented a fuel efficiency standard for light-duty vehicles. The government is also investing in production capacity for electric vehicles. Only a few additional measures have been enacted to support a modal shift or low-carbon vehicles.
